Can't Install Programs on Windows 7

I recently re-installed win 7 on a new HD on my PC. Everything seemed to be going along okay, until I couldn't install some of the Windows updates. I then downloaded the "fix" and all updates appear to be installed. However now I can't install any programs; either from a CD or on-line download. Most all get to 99% installed, and then I get various errors. This also included trying to upgrade to Windows 10. 

I have tried the various fixes suggested in this forum, including the sfc /scannow. I get a reply that I have corrupted files, but windows resource protection is unable to fix them. I have tried the various other suggested fixes and commands to no avail. 

HELP please! This is now going on for 3 LONG days!

    Thank you for replying.

    When I try the first command, "Dism/Online/Cleanup-Image/Checkhealth"

    I get "error 87, The online/cleanup-image/checkhealth option is unknown"

    Hi,

    Welcome to Microsoft Community.

    Click on Start type cmd, right click on CMD and click on Run as administrator.

    Run the following commands:

    Dism /Online /Cleanup-Image /CheckHealth

    DISM /online /cleanup-image /scanhealth

    DISM /online /cleanup-image /restorehealth

    Restart the computer.
