Can anyone tell me how to reactivate the direct application launch buttons?

I recently did an update to Windows 7 Professional. It appears to have turned off my direct application launch buttons which I used regularly. Now I have to do a work around.
The last post on this subject was from 2010 and the suggested fix [concurrently pressing function key and F-11] does not change the situation. Can anyone tell me how to reactivate the direct application launch buttons?
