Applications crash when adding files: Exception code: 0xc0000005

I get the same error from at least 3 different applications when I try to "Add files" to the app:

Exception code: 0xc0000005

Faulting application path: C:\Program Files\MKVToolNix\mkvtoolnix-gui.exe

Faulting module path: C:\Windows\SYSTEM32\ntdll.dll

The applications I've tested are:

* mkvtoolnix-gui.exe

* RipBot264.exe

* A custom Java application using javaw.exe

All the errors have the same exception code: 0xc0000005

I've done the following:

* uninstalling and re-installing my video drivers

* Ran sfc /scannow and all was clear

* Ran chkdsk and all was clear

* Uninstalled and reinstalled Norton Security

The problem doesn't occur when I boot into Safe Mode, but does occur when I do a clean boot even with all services turned off (even MS services) and no Startup items loading.

I've tried the same applications on a similarly configured machine which has no problem.

The issue doesn't occur when I "Open" a file, only when I open a window where I can add multiple files.

I'm running Win7 x64

Any help or troubleshooting suggestions?

    What changes between booting into safe mode and a clean boot with no startup items and all services disabled that could potentially cause this?

    My system is stable and I only have the issue when adding files to a process with the specific apps I referenced.
