Do you want to OPEN the .bat file to read it, or do you want to "RUN" it as a process ?
If you want to OPEN it to read or edit, you would do this with NotePad...
To Run the .bat file try right clicking on it and selecting Run As Administrator...
It is possible that the .bat file is not named properly... For instance... the file may look like it says TEXT.bat, but in reality it may be TEXT.bat.txt with the .txt being hidden...
To check this just go to the top of the folder the .bat file is in and select VIEW...
Then check the box for "File Name Extensions"
It is also possible that the .bat file is not written properly.
