I'm trying to install a game (Eva Cash: D.I.R.T Project), and it tells me that I'm missing the library file api-ms-win-core-url-l1.dll

So, I looked through my computer files and online for information. I found a file called api-ms-win-core-url-l1-1-0.dll both in my files and online. Online I haven't found any mention about the url-l1.dll file being available to download, so I assume that the url-l1-1-0.dll file is exactly the same. Is this correct, and, if so, how do I get the game to work? If they're not the same, could someone tell me where I can download the url-l1.dll file(NOT the url-l1-1-0.dll file)?
