Not sure if when you say  "however when i go to install directx 9 " you are talking about the game trying to install DX,

or if you are trying to install DX from a downloaded installer. If the later you installer may be corrupt.

    Try downloading it again.

When you have a fresh install of Win7 you need to run the DirectX Web Installer to update DX.

Win7 does not install with all DX files.

Download DirectX End-User Runtime Web Installer from Official Microsoft Download Center

    • In the instance of a corrupt DirectX file or files you need to reinstall DirectX using the DX Redist (June 2010)

This will overwrite all existing DX files and replace any corrupt files in the process.

Download Details - Microsoft Download Center - DirectX Redist (June 2010)

Note that this is a two part process. You first unpack the files to a location of your choice.

Then run the DXSETUP.exe that is in that folder to do the actual DX reinstall.

You can delete this folder when done.

    • If you are not logged in as Admin use the Run as Administrator option for either of the above DX installers.

(R/click on the  dxwebsetup.exe, or directx_Jun2010_redist.exe and select Run as Administrator from the

    drop down list) .

    • If the problem persists post more details, such as if the game has installed, or crashing when trying to launch.

Also include which version of the game you are using, eg- Steam or Retail Disk, as well as which graphics processor your machine is using.

    .
