Can't install Windows update

I am trying to install Visual Studio. When I try to install, it tells me that I need the "Windows Server 2012 R2 Update (KB2919355)".

Clicking the link brings me here. From there, I click the standalone download link which takes me here. After downloading the package, I run the files in order. Clearcompressionflag.exe seems to run without issue, but then I run KB2919355.msu and get the following:

It does not explain why it is not applicable to my computer, and I'm stuck.

Windows 8.1

64 bit

    Because you are having the problem installing Visual Studio and installing Visual Studio is nothing to do with this particular Community.

    This topic is about a problem I'm having installing a Windows update, which is why I titled the thread "Can't install Windows update", specified the Windows update I'm having trouble with, included links to the update page, and took screenshots of the Windows update error messages. Can you address the problem I'm having updating Windows?
