I get the following error while trying to install the framework 4.6.1 developer pack.

"0x8007643 - fatal error during installation process".

I used the .net framework repair tool, but it did nothing. I also used the clean up tool and now have to install the 3.5.1 again, but the process did nothing for the 4.5.1. How can I install this package and virtual studio?

    I had the same problem. I already had the base 4.6.1 installed. I uninstalled 4.6.1 framework and then retried the dev pack installation and it finished without an error. According to the download page, the dev pack installs the base framework, plus the targeting pack and SDK.

    Now I'm trying to install Visual Studio Community 2015 which is where this whole thing started. Fingers crossed.
