CRL connection checking and changing Proxy

We have moved to a new Proxy server and in the process of shutting the old one down. I updated the windows Group Policy for the proxy server as it is now no longer needed as all traffic is force though the new one. Or so I thought....

On checking the old Proxy server I could see that there is traffic still going though it. This traffic appears the be all MS traffic checking on certificates.

This all runs as the domain computer accout (eg domain\computername$ ).

Does anyone have any idea how I can stop this for happening?

I have tried the command "netsh winhttp sh proxy" which shows that no Proxy server is set. How does the "WPAD"  Web Proxy Auto Detect determine which proxy to us and how do I stop it from trying the old proxy?
