netapi32.dll missing and winner.dll missing

what the heck is going on?  I never use this computer and it has hardly anything on it.  I am getting these codes and another code iertutil.dll is missing.  Recovery disk needed?  fresh install of windows 7?  I am helping a friend.  I have a killer 21 inch iMac that is 6 years old so of course i don't have any of these problems.  Thank you

    Good! Smash the HDD with a hammer (seriously) then drop it off at your nearest electronics recycling center.

    IMPORTANT! => The WinXP computer should NOT be connected to the internet or any other computers. All of your personal data (e.g., online banking & credit-card passwords) should be considered at-risk, if not already compromised.
