I don't understand where you are going with this. Yes that error is the one I had, and it's also the error OP asked about - so what do you mean "in my case"?

About deleting that file, I had my reasons for deleting it, I don't just go around deleting random files. Yes I knew it was for pen and touch and I removed it knowing that - I don't intend on using a tablet or anything similar on this rig. I've been tinkering with and tweaking my installs since the mid 90s so I have a pretty good idea on what I'm doing - so none of the condescending tone please, thank you.

In your case the error looks like this:

wisptis.exe is the Microsoft Pen and Touch Input Component:

If you had been unable to restore it I see that running sfc  /scannow will replace it.

Deleting files that you think you may not need will not make your system run faster or optimize your OS - there are other ways to do that.

This is a bit of a long shot but I figured that if I did this, other people are bound to have done this.

    I'm using Windows 7 x64

I had the same problem and it turned out that it was caused by a missing file. The file is called "wisptis.exe" and it's supposed to be in your "System32" folder.

In my case the file was missing because I deleted it while trying to optimise my OS by trimming off dead weight. I wrongly identified it as an unessential file based on a Google search and it's caused me quite the headache. As soon as I restored it my Snipping tool instantly came back, no reset necessary.

    Hope this helps.

The common consensus on this issue seems that it is somehow a bad interaction with Microsoft Office that causes the Snipping Tool to stop working. If you uninstall and re-install Microsoft Office, it should fix the problem. If you do not want to reinstall Office, other users have found you can delete a registry key to fix the problem (see the Community article link below). However, if you are not comfortable or do not have experience with making registry changes, it is not recommended.
