Error Code 9 while installing .Net Framework 4.6

I'm installing offline installer of .Net Framework 4.6(NDP46-KB3045557-x86-x64-AllOS-ENU.exe) on a Windows 7 PC. And the return code here is 9. I couldn't find any related document on the issue within Microsoft supporting what the error code means or what I should do to fix the same.

Kindly provide me more details on this error.

    There is no difference in versions try the newest it might be why it fails windows updates is already pushing the newest as a recommended update

    I don't want the latest version. All I need is the details of the error. I'm more concerned about the error rather than finding a work around or a fix to it. 

    Kindly help me find the root cause for the error code 9.

    Thanks for the Reply. I really need details on the error code 9.

    [I have few colleagues who need .Net 4.6 and not .Net 4.6.1 for the moment]
