Cannot send emails, error 0x8CCC0003

Hello,

i upgraded to Windows 10 about 6 months ago and had no problem with Windows Live Mail 2011, over the last week i cannot send emails, it looks as if the email is being sent but does not appear in sent box and does not actualy go, every time i open Mail live i get this message 

Delete the photo email, create a new one, and try to send it again.

Protocol: SMTP

Port: 25

Secure(SSL): No

As far as i am aware i am not sending a photo, so had a look on the site and have upgraded to Live 2012 but still getting same message, i have looked on various forums and seen lots of different advise, can anyone help

Delete the photo email,

The message that this error refers to is stuck in your outbox (below the account folders in the folder pane). Remove it and any other unsent messages from there; you may have to disconnect from the Internet (e.g. turn off Wi-Fi or unplug the Ethernet cable) before being able to do so. You can simply drag them to the Drafts folder. When the outbox is empty, try sending again.

This error occurs when you try to send a photo email without being signed in in Windows Live Mail with a Microsoft Account.
