C:Windows\system32\Config\systemprofile\Desktop is not accessible. Access is Denied.

Hi, Im facing the same problem as many did before , searched many articles and found solutions but i got another problem

one solution is to copy C:\Users\username\Desktop to C:\Windows\System32\config\systemprofil and delete the blank or empty one, the Problemhere is that i cant access "config" "folder "you don't currently have permission to access this folder" and tried many things but still cant access that folder.

Need help with any solution.. i couldnt even create a New User Account , Was thinking to upgrade from windows 8.1 to 10 but couldnt there's an error with evertything i do..
