How to force a app to unistall that will not let me unistall?

Was using a security app and now it will not let me uninstall the app and I know I delete it already.

    Hi,
    Might try clearing the cache of the security app or reinstall it.
    Also check out Control Panel > Uninstall program list to see if the app you wish to uninstall was completely removed from your pc.
