Service startup error,

We have an arcsight(SIEM) connector, were it's services went in to " starting" stage, when we tried to restart the services, we got 1053 error. And looks strange, because, we tried to reinstall connectors,  and we did without an error, but agin while we tried to start the services, again we get 1053 error. and services showing "starting". When we contacted vendor support(arcsight), they confirmed it's because of OS issue, and provided a hotfix.

But it may require a reboot and higher level approvals needed for it,

Note : Windows server OS is 2008 R2 standard.

Did anyone faced this 1053 error while restarting any services.? did any one fixed it without a hotfix ? Please advise.
