First thing to do is stop the running resources. Cost Management\Billing, click on subscription then look at Costs by resource.

I am being charged monthly for an AZURE service that I don't want. MSFT E0100B8JEC MSFT AZURE WA. I want to stop the service and stop the charges. the company that used this service is closed and has been since May 2020. Help !!!

In Azure, you will be billed for what you use. The resources doesn't get billed when they're stopped or deleted. For example: An Azure VM when in use you will be billed. However, when the VM is stopped the billing also stops for that VM (Compute) but you will get charged for the underlying storage that was associated to the VM. Likewise, if you have a resource group that is empty you will not get charged.
In your case, since you are being billed on your credit card, I suggest reaching out to Azure billing and subscription management team by creating a support request using this link - https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request. The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.
