Bluetooth services tab empty on only one computer

Question

Background: Our company has a bluetooth enabled device that is used with thousands of computers by thousands of people world wide.  Occasionally it is necessary to troubleshoot the device and we remotely enumerate a serial port on the user's computer to communicate with the device.

Bluetooth settings > Bluetooth Device (right click) > Properties > Services > select Serial Port 

Under normal conditions we then proceed to troubleshoot the device.

Every once in awhile, the services window is completely blank.  No options, nothing.

How do we fix this? (windows 7).  What do we do to force windows to reload a driver, or something to cause it to properly present the com port option.

Bonus Question: Where is this found on windows 10, we havn't been able to find this window for windows 10.

Thank you in advance for the answers, this will save on overnight shipping both directions when problems occur, (which saves money, the environement, etc.)
