Here is what I did:
Safe Mode, I got message say" Windows Photo Viewer dose not work in safe mode"
Clean Boot, Windows Photo Viewer still not working in Clean Boot.
I tried System File Checker (SFC) and here is the log file HERE
Microsoft safety scanner. I run the scan and found one infected file and cleaned it.
After everything, the problem still exist and can not open any photos or pictures.

As per the issue description you are facing issue with Windows photo viewer and getting event viewer code 1000. The issue could be if there is some third party conflict or some type of corruption. The issue could also be if some system files corruption or your system is affected by viruses/malware.
Try the steps provided below and see if it helps.
Method 1
Step 1:
Let’s boot the computer in Safe Mode and check if issue reappears. Safe mode is a diagnostic mode that starts your computer in a limited state. Only the basic files and drivers necessary to run Windows are started. The words Safe Mode appear in the corners of your monitor to identify which Windows mode you’re using. You may refer to the article mentioned below to boot the computer in safe mode.

Step 2:
If your computer works fine in safe mode, I would suggest you to perform clean boot.
Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.
Method 2
As you are getting .dll corruption, so the issue could be related to system file corruption. I would suggest you to check the system files are they working fine or not and to check that try to run System File Checker (SFC) tool.
SFC scan will scans all protected system files and replaces incorrect versions with correct Microsoft versions.
How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7.

Method 3
If still issue persists I would suggest you to run the Microsoft safety scanner.
