"run " command missing from system

when I open program files and go to accessories and system tools, i find the the run command box is missing from my system. the command prompt is there but no Run function . i neede to open the "run box" in order to type in chkdsk, and regedit, but the command box for run is gone. can't seem to find a way to locate it in the system files and get it back into the program files/accessories panel where it belongs.  what would cause this to happen? and is there a way to get it back in the program files where it belongs?  thanks . Bill!

    What happens when you use the win key +"R"?

    BTW you can type chkdsk, and regedit in a command prompt
