Is it possible to block any email with RE or China Coin in the title?

Welcome to our forum.
What's the type of your account(pop,imap or exchange)? And what's the version of your outlook client?
Actually, we could block the specific messages by subject via Rules in Outlook client like below:

1. Rules>Manage Rules and Alerts>New rule
2. Apply rule on message I receive>with specific word on subject>move it to Junk email folder(or you could also delete them)
   
3. Turn on this rule
