Use the 'Paint' program - that allows png files to be saved as jpeg (using the 'save as' operation) and if it needs to be reduced in size, that can also be done in 'paint' - I'd save the jpeg version first because it may already prove to be of attachable size... if not reopen in 'Paint' and use the % resize tool (and resave) - R.
