Maximum Processor State settings keep resetting!

My CPU keeps overheating so I decided to change the Maximum Processor State to 70%. However, when I run certain programs, (usually videogames) the Maximum Processor State will go back to 100% automatically. How can I prevent this from happening? 

I could just go and fiddle with the BIOS setting, but I rather not unless I have to.

    Might want to look into the original problem about the overheating rather than lowering the cpu state and also gaming with the cpu state lowered :/

    Use resource monitor to see if it svchost I'd bet it is.

    Click Start and type in the search box
