What your Windows version? Please check for updates and install all pending Windows updates.
Then, please try to uninstall all the existing Visual C++ Redistributable items in Programs and Features. If having some trouble, you can use the troubleshooter tool to fix it.
After that, reboot your computer and re-download the Microsoft Visual C++ Redistributable for Visual Studio 2017 to try again.
