Task manager not displaying CPU info correct

Hello guys. I Know this might be a stupid question but here goes. In task manager it displays CPU information. Now my processor is 3.50 GHz. But it displays 3.46 GHz in task manager and on the right side it says maximum speed 3.50 GHz. Is this normal? Every where else displays my CPU as 3.50 GHz such as: CPU z and PC info. I would have added a link but to upload pictures here is difficult.

    The only changes I made was install windows. I have a cyberpowerpc amd fx 6300 gtx 760 16gb ram liquid cooling 3 tb hdd. I looked at 10 different computers and all of them are the same thing. I just wanted to know if this is normal. do you have windows 8.1 or 8. Look in your task manager. Do you see for example:

    21% 3.46 GHz  - Then on right hand side you see- Maximum speed 3.50 GHz.

    That's all I want to know.

    So when stressing my CPU it doesn't hit 3.50 GHz. It does not move at all. Is this because of my power settings? It only displays correct CPU speed on the right hand side of task manager where it says maximum speed 3.50 GHz. I dont know if this is normal.

    When Doing a cpu stress test with cpu z I have task manager open at the same time and the cpu speed dont move at all. It stays at 3.46 GHz. I dont understand this. Is this a known bug. I have high performance selected in power options. Which means all cores of the cpu is unlocked. Is this a known bug?
