SQLServer2014-kb3204388-x64 install never completes

Download 3 different times from 3 different machines. Launch the install and it hangs at thiis point: Instance MSSQL2014: Updating 'MSSQL2014': MsiTimingAction

Windows Server 2008 R2

SQL Server 2014 12.0.5203.0

Microsoft SQL Server 2014 (SP2-GDR) (KB3194714) - 12.0.5203.0 (X64)

 Developer Edition (64-bit) on Windows NT 6.1 <X64> (Build 7601: Service Pack 1)

I need this CU to install to correct, HOTFIX, Oracle Subscription issue described here; https://support.microsoft.com/en-us/help/3208243/fix-adding-a-subscription-to-an-oracle-transactional-publication-or-an-oracle-snapshot-publication-fails-in-sql-server-2014-sp2-or-later

I resolved the issue by rebooting the server. why the install did not detect that? I don't know,
