This is the MS Answers community for problems with Windows 7 not the community for problems with games.

Most games have their own support community where their experts hang out and they probably know all the tips and tricks to get your games running.  No doubt somebody in the gaming community has run into problems like you describe and knows how to fix them.

Even NVIDIA has a page just for the GTX960 and Rainbow Six Siege including a graphics and performance guide:

    http://www.geforce.com/whats-new/articles/rainbow-six-siege-geforce-gtx-960-recommended

Tons of potential performance adjusts have been well documented here:

    http://www.geforce.com/whats-new/guides/tom-clancys-rainbow-six-siege-graphics-and-performance-guide

I doubt to many people are going to know what "the config file in my documents" is all about.

Two message cycle have been wasted:

    Have you updated the drivers...

    What version of the driver...

If you do this we will know all that information and more in one message cycle:

Do this so we can see what you have:

Click the Start button/orb in the lower-left corner of your screen. Or, press the Windows logo key on your keyboard.

    In the box enter:

    msinfo32

Select/click msinfo32.exe and the System Information dialog box will open.

Click on System Summary, click Edit, Select All (Ctrl-A), Copy (Ctrl-C) and then paste (Ctrl-V) the information back here in your next reply.

For video driver information, expand the Components, click Display, click Edit, Select All (Ctrl-A), Copy (Ctrl-C) and then paste (Ctrl-V) the information back here.

There will be some personal information (like System Name and User Name), and whatever appears to be private information to you, just delete it from the pasted information.
