bitlocket decryption stuck at 99.2%

Question

A few weeks ago I I tried encrypting my external hard drive using bitlocker.  Initially it went on normally until my pc blacked out the battery got done after connecting the power supply I plugged in the external and it resumed from where it had stopped though it didn't shift from the 0.7% for days.  After a few days I got of waiting and I decided to decrypt it and it started decrypting normally until it reached 99.2% and didn't shift from there.  Although I can access the data on the external I can't copy to and from it. I need ur help and I also tried formatting it using the normal way and command prompt but I kept on receiving the notification saying the device is busy and currently in use couldn't format. I request for your assistance. Thank you in advance.
