in distribution list they people not receiving particularly one person mails, she unable to sent to others, but she can receive other mails

What's the type of your account(exchange on premises or exchange online)?
Did this user belong to the distribution list? If so, did she have any difference with other member(external or internal, client version or others)? And did she recive any error and NDR message when she tried to send to others?
In order to further confirm if your issue is related to your account or Outlook, it's suggested to log in your owa and send from there to check if the issue has any difference.If the issue could be reproduced on owa, it may be more related to your account.
If the user could send message normally in owa, it may caused by your client, what's the version of your Outlook client(File>Office account>About Outlook), please first ensure that you have updated to the latest version of Outlook.
Please provide us with more information about your issue to further analyze it.
yeah this issue is with OWA didnt checked in outlook application. she can sent mail but in that group members are unable to receive her mails
they are receiving as held message,
permit all , permit , delete
and at last
spam policy
permit to receive mail from sender

What's the version of your Exchange server, Exchange Online or on-premise version of Exchange?
For the particular person, is she a member of the distribution list?
Did she receive any NDR message after failing to send a mail to others?
Would you please clarify a bit more about your last comment（they are receiving as held message...)? You could share some screenshot after removing any personal information involved for elaboration.
Besides, if you are using Exchange Online, please perform a message trace and see if there's any clues about the issue.
Supposing you are running Exchange on-premise, it's suggested to have a look at the Delivery report via EAC. You run the get-messagetrackinglog cmdlet and share the output here after obfuscating private data like email address or domain name:
Get-TransportService | Get-MessageTrackingLog -MessageSubject <subject> -Sender <mailbox address> |select timestamp,EventID, Source,ConnectorID |sort-object Timestamp
