DirectX Not working

Question

OK we all know directX right? dxwebsetup.exe? well it doesn't work. i tried several times and none of them were different. it gave me no information on the error. HELP!! this is the link for directX on win 7 right?

It's doing the optional components now. but nothing else is happening. took like 3 seconds for the runtime and components... is there a lot of optional components? or do i click next?

Off topic question:

Astroneer says it needs the DX runtime, it goes to get it, then it says it has insufficient perms to edit vcomp100.dll How do i give it permission to do said operation?

3. No

I cannot really update my PC Version if that's what you mean...

2. What version of DirectX are you trying to install?
3. Is there any update available on your computer?
