Windows Failed to Start

I have Hexa BlueM tab but it won't push through next screen. Everytime I turn it on, I received an error message, Windows Failed to Start. A recent hardware or software change might be the cause and I'm being ask to insert an intallation disc, but how?

I have Windows installation downloaded to a USB but I dont know how it works. I am desperate, Please help me out.
