Class not Registered

I am trying to open a html file on W7 enterprise laptop but get class not registered error.

When the issue occurs I am logged in as a local non admin account.

If I open IE and select open file and navigate to the html file I can view the html as normal.

If I log into the laptop as the local admin account it will open as normal with no errors.

I am guessing it is something to do with group policies but I am at loss to see what. I do have full admin privileges but I am setting up user accounts.

I have tried running the sfc /scannow option but no errors are detected.

Any ideas would be helpful thanks

    Open Command Prompt (Admin) and key-in this command line:

    FOR /R C:\ %G IN (*.dll) DO "%systemroot%\system32\regsvr32.exe" /s "%G"

    It will search for all .dll files and will register them with the regsvr32 command.

    Hi Richie,

    Thank you for the response. May we know the version of your Internet Explorer? By the way here are some steps to address that issue.

    First: Please try to open the HTML file in the Internet Explorer by right clicking, then select open with. Please make sure that you check the box with always use this app.

    If this didn't work, you can also try resetting  your Internet Explorer. Heads up if you reset your Internet Explorer, all the files that you save will be deleted.

    Here are the steps:

    1. Click Start Menu, and click Search.
    2. Type inetcpl.cpl then press Enter.
    3. On the pop window, select Advance. Then select Reset.

    Let us know the results.

    Sorry, forgot to mention that the laptop cannot be connected to internet in any way.

    I have attached a screen shot as requested. I tried creating a new local user account (non admin) and same issue as before.

    We got your concern, would it be okay if  you send us a screenshot of the error? Also you can try creating a new local account, and test it. If the error still persist let  us know.
