Error message '[SYS/TEMP] internal server error (#OCF013)' related to password and able to send emails and not receive them

I have read pretty much everything I can on this site for both these issues and have tried all the recommended fixes.  However, the problem I am having in Dec 2016 is very similar to what happened in 2012, I cannot find any reference to this issue that is current.  I have checked with my Anti virus protector, I have chatted with someone at Microsoft, I have discussed the issue with my service provider (Rogers.com in Canada) and as far as everyone is concerned, I am set up properly.  

I have reset my password both on my email provider site and I use the same one on Windows Live Mail. 

I have verified the POP, and IMAP and all is good.  

I have started my computer in safe mode, I have turned off all my protection.  

I have uninstalled WLM and reinstalled it.  I have deleted my email and added it back again.  

This is the message I receive:  

Unable to send or receive messages for the Rogers (debhad1) account. An incorrect password was entered. The next time you send or receive messages, you'll be asked to enter your user name and password for this account.

I can send and receive all my messages on my ipad and cell so all is good there. It is just on my Windows PC that I can't get my email to work.   I do not have Windows Live Mail on either my cell or ipad. 

And still I get the same issue.   I am completely baffled as to how to fix this.

    Have you enabled access for 'less secure apps' to your account? You are not compromising the security of your email by so doing. https://login.yahoo.com/account/security#less-secure-apps
