SSH Error

Using SCOM 2012 R2 to discover a Linux 7.x VM-getting error:

Exception Message: An exception (-1073479162) caused the SSH command to fail - No connection could be made because the target machine actively refused it.

Used FQDN for target server.  Can nslookup successfully with FQDN on Server where SCOM is installed.

Can successfully telnet on command line  and ssh with PuTTy from Server running SCOM to Linux node.

Any thoughts as to why SDCOM is rejecting making the connection?
