Restarted in Safe Mode and msconfig actually opened this time, which allowed me to switch to normal startup.

I mistakenly put my laptop in diagnostic startup mode. Now attempting to undo this, msconfig will not open. I'm not receiving any error message.
I've tried various methods to access msconfig.
Press Windows+R, typed in msconfig and hit enter: box disappears but nothing opens.
Searched for msconfig.exe with System32 folder. Double clicked file, and mouse pointer does an endless loading icon.
Press Start, attempt to type in search box, but keyboard entries do not display. (Really nothing works within the Start menu)
