msvcp140.dll missing

Trying to run an app (Dolphin) and get this error message "msvcp140.dll missing". I downloaded the c++ 2015 and tried to install it. It always freezes or the progress bar never moves, even after leaving it there for hours. I really need help. I am running on Windows 7 on a HP Pavilion slimline.

Let's stick to your Windows Update thread for now. I suspect both problems may be related.

    Yes it is. 

    Whenever I try to install MSVC2015 the status bar never moves.
