Windows Update error 8024401b

I am having issues trying to update my computer. I last used this computer in 2015. I could not get windows update to work. I downloaded the windows update diagnostic tool and it fixed a few errors but still did not resolve my problem of getting windows visual c++ 2015 to complete install. I proceed to factory reset my computer. This is where I am at. Now I get the Windows Update error 8024401b.  Please help.

    0x8024401B WU_E_PT_HTTP_STATUS_PROXY_AUTH_REQ HTTP 407 - proxy authentication is required.
