All the apps are downloading from Cloud DP for the users connected in VPN. All the applications are under Downloading 0%.
1.May we know what type of boundaries are you using? Have we configured our VPN boundary with IP subnet? If yes, It is recommended that you try the IP address range boundary type, especially for VPN clients or Internet-based clients and here is a similar article may for us to refer to.
2.Could we please checked the ContentTransferManager.log again to see if there is something like Received empty location update in it. This reply may typically occur because of boundary group configuration issues.

No errors in cas.log, datatrasferservice.log, contenttrasferservice.log and the download is 0% for all the applications.
Based on my research, many situations may cause this issue. For troubleshooting this issue, we could check the policyagent.log on client side from the beginning to track if the internet client receive the policy.
