This issue may occur due to corrupted system files or a faulty hardware. We would like to ask some questions for clarification:
- Did you try to check if there are available updates for your Windows 7?
- Have you tried performing a clean boot to start Windows by using a minimal set of drivers and startup programs? This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 7.
- Did you try to run the System File Checker tool to repair missing or corrupted system files?
- Have you tried restarting your Surface in Safe Mode with Networking to start Windows with minimal set of drivers and services?
