Microsoft Surface - Please wait for local session manager - Any ideas?

My surface is stuck at error message "Please wait for the local session manager"  Reboot will not clear the message.

    Hi Stan,

    This issue may occur due to corrupted system files or a faulty hardware. We would like to ask some questions for clarification:

    • Did you try to check if there are available updates for your Windows 7?
    • Have you tried performing a clean boot to start Windows by using a minimal set of drivers and startup programs? This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 7.
    • Did you try to run the System File Checker tool to repair missing or corrupted system files?
    • Have you tried restarting your Surface in Safe Mode with Networking to start Windows with minimal set of drivers and services?
