Error message 'Value cannot be null. Parameter name: userContext' in Visual Studio 2017

This happens allways when I try to open Extensions and Updates from tools folder or clicking on notification.

Can enyone tell me why that happens and how to fix it?

Also the software doesn't let me sign in.
