ERROR 0xc8000247

I just bought a wacom tablet so I can do digital art, but I had to install the wacom tablet software first

and when I did, in the end it showed this message "The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

So I searched the internet and it said I had to download Microsoft microsoft visual c++.

I downloaded it but the setup failed "0xc8000247 Unspecified error"

Again, I searched the internet about how to fix this problem, and most of the website showed that it had to do with windows update.

I checked windows update, and there was this red X

I clicked on 'check for updates' a box appeared saying "Windows updated cannot currently check for updates, because the service is not running. You may need to restart your computer."

Ofc restarting my laptop didn't work. I checked the services and next to windows update the status is (started) and the startup type is (Automatic).

AGAIN, I searched and searched, I did the 'stopping the service, then renaming software distribution, then starting the service thing' IT DIDN'T WORK

some suggested that I should update Intel® Rapid Storage Technolog, so i downloaded it then it said i needed to download  microsoft net framework 4.5

I DOWNLOADED MICROSOFT NET FRAMEWORK 4.5 AND IN THE END IT SAID '' Installation did not succeed"

NET framework 4.5 has not been installed because: HRESULT 0xc8000247

*Goes to google again, and almost dies when I see that I need to check for updates in 'Windows Update'*

I DID ALL OF THIS FOR NOTHING I WANT TO CRY OMG I JUST WANNA DRAW PLEASE HELP ME IM THIS CLOSE --TO SMASHING MY LAPTOP CAN ANYONE TELL ME WHAT TO DO

*And sorry for any grammatical errors and misspelled words its just that im so pissed atm sorry*
