Enable bcdedit -debug on without freezing machine

I have been getting BSOD recently, and wanted to investigate the driver/drivers causing the issue. 

I want to open up a kd session so I can !ipr and figure out which actual driver the issue occurs with.

I have download the WinDbg tools, but when I attempt to start a Kernel Debug session, I am given an error message that I need to enable

bcdedit -debug on to enable debug mode.

I have done this in a command prompt, but when I restart my machine for the change to take effect, my OS freezes after the reboot.

Is there a specific mode I need to boot the machine up in where I will still have access to WinDbg?
