HTTP 404.503 error on localhost

I'm running Windows Server 2012, and for the past year, have had a MySQL application running on it.  This morning, the application failed for all users.  I thought that I had traced it down to a MySQL error, but it was even stranger.  I found that I could not browse to 127.0.0.1.

If I put in the ip address of the server (192.168.1.X), it worked fine, as it did when I put in the fqdn that I had assigned, but 127.0.0.1 stopped working, and that is clobbering the MySQL access.

here is the result of netstat -a.   

127.0.0.1:53         ServerName:0         LISTENING

192.168.1.X:0      ServerName:0         LISTENING

Even within IIS Server, when I click on default web site, then click browse on the right, I get the same error.  But again, if I out in the server's IP address, it works fine?

Any ideas why this should happen and how I can fix it?
