Since we have tried all the possible steps to resolve your issue, we suggest that you perform a refresh of your Windows. It will delete all of your installed applications but it will not remove your personal files or change your settings. To refresh your computer, refer to the link below:

    Hi Bryan,

Perform a SFC scan on your computer. System File Checker will scan your system files and will try to repair missing or corrupted system files.

You can also scan your computer using your anti-virus to check if there are viruses or malwares in your system which prevents you from installing your programs.

    Hi Bryan,

Please answer the following questions below. This is to help us know the exact steps to give you to resolve your issue:

    1. May we know what programs are you trying to install or run?
    2. Can you tell us how many times did you try to install/run the program?

For the meantime, can you perform a **clean boot**of your computer to check if there are programs that are in conflict with what your trying to do.

Note: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.

We also recommend that you run a malware/virus scan on your computer just to make sure that it is not a malware or virus which is causing the issue.

Give us an update on what happens.
