Windows update error 0x8024402

Good Afternoon

I ran the Windows Update troubleshooter which fixed a number of problems except 0x8024402.  I used the troubleshooter because (1) I kept getting the message that "Windows update can not currently check for updates because you must first restart the computer so that a previous installation can be completed."  (2) I have been unable to delete the Windows 10 reminder and unable to find the KB3035583 update which apparently governs the reminder.

Please advise.

I am on my laptop because the desktop with the problem is in the middle of a reformatting...

If you're in the midst of formatting the HDD & then doing a clean install of Win7, you needn't answer any of those questions - but once you're up & running again, chances are you'll need to see this page - and possibly this one - in order to get the clean install fully-patched.

IMPORTANT! => If you use the hidden Recovery partition (or the set of disks that came with the HP computer when you bought it) to "reinstall" Win7, the Norton free-trialwarewill be installed again (but invalid now). As such, you MUST (a) uninstall the free-trialware, AND THEN (b) download/run the Norton Removal Tool again & Restart the computer (c) BEFORE installing or attempting to install any updates or Microsoft Security Essentials.

    Let me begin by saying thank you for sharing your time and knowledge.  Here are the answers requested:

    1. 9/14 purchase date.

    1b.  Windows 64 bit home premium came installed when purchased.

    1c.  Windows 10 has never been installed.

    1.  Antivirus is McAfee in the Verizon Suite.  Subscription is ongoing.  Malwarebytes Premium is also installed.
    2.  We went from the McAfee that was installed on the computer when purchased to the Verizon Suite. 
    3.  Norton products have not been on this computer.  In the beginning I had a problem with McAfee that required re-installation but I don't recall if it was done via MCPR tool.
    4.  KB4012215 (NO), KB4012218 (N0), KB3210131 (YES), KB3184143 (YES).  BTW, KB4012215 was installed.  When I uninstalled it, my computer ran like normal.  When updates was on auto, K4012215 reinstalled and performance got much worse.
    5.  Java Version 8 Update 121 is installed.
    6.  Adobe Flash Player v25.0.0.127 is installed.

    8a.  I used various editions of IE alternately with Firefox until most recently when this all started.  I deleted Firefox and  I unclicked Internet Explorer 11 in installed updates so I know it was there.  However, I looked this evening in installed updates to get requested information and IE 11 is not listed.  I checked many times because I don't want to waste your time. Not there.  Can you advise on alternate route to get information requested?

    8b. I am now using the most recent version of Google Chrome.  

    1.   I don't run registry cleaners.  

    I started to gather this information right after dinner this evening.  When I clicked on the Verizon Suite to get the nomenclature requested,  I got a message that McAfee was in the process of updating.  I just checked again and it still says that McAfee is in the process of updating. I wonder if an uninstall of McAfee would be appropriate?

    Also, I yesterday when trying windows update, I got the following message: "windows can not currently check for updates because you must first restart the computer so that a previous installation can be completed." That message got me to run the Update Troubleshooter.

    I really appreciate your willingness to help.  For me, the Microsoft Community has been a tremendous learning experience.

    Assuming Win7 64-bit with Internet Explorer 11 (IE11) installed...

    We'll need to "dig a little deeper" here. Please answer each of the following[admittedly tedious] diagnostic questions in a correspondingly-numbered list in your very next reply, preferably without quoting my post:

    1. When (approx. date) did you purchase the HP computer?

    1b. Did Win7 64-bit come preinstalled on the computer when you bought it, did you do a clean install of Win7, or did you upgrade a (e.g., Vista; WinXP) computer to Win7?

    1c. Has Windows 10 ever been installed?

    1d. Have you ever done a Repair Install and/or a clean install of Windows 7 for any reason (e.g., new hardware)?

    1. What is the full name of your installed anti-virus application or security suite and when (approx. date) does your current subscription expire? What anti-spyware applications (other than Defender) are installed? What third-party firewall (if any)?
    2. Has a(nother) Norton application or a McAfee application EVER been installed on the computer since you bought it?
    3. Have you ever run the Norton Removal Tool and/or the McAfee Consumer Products Removal Tool since you purchased the computer?
    4. Is KB4012215 [or possibly KB4012218], KB3210131 and/or KB3184143 listed in Installed Updates (not Update History)? [1]

    8c. Is Firefox version 52.0.2 (or higher) and/or Google Chrome version 57.0.2987.133 (or higher) or any other alternate browser installed?

    Hi

    Just got back in - sorry for delayed response.

    Same computer, not certain if related.  My original problem may be related to a windows update because when I uninstalled the update KB2952664 the problem went away.  I reinstalled KB2952664 and the problem came back.

    Do you have any insights/suggestions?
