Accessing Ftp Server from Client Virtual Machine

Hi everyone 

I currently have set up a ftp server on a domain controller which runs Windows 2012 R2 so basically i am trying to access that ftp site from another virtual machine which is the workstation running Windows 8.1 that is on the same. network and is also connected to the same domain. I unfortunately cannot access the site not even in browse and the windows explorer and i have found so many links on the internet that relate to the issue and they all suggested that i need to allow ftp traffic by creating a new port rule but that doesn't seem to work either and i really don't know whats happening. In my context i can't even use Filezilla for this as they require me to use the traditional way of accessing from windows explorer so if anyone plz can help me.
