Set adoCon = Server.CreateObject("ADODB.Connection") doesn't work in classic ASP

I use Windows 8.1 and I program with classic ASP.  I have no idea as how to get Set adoCon = Server.CreateObject("ADODB.Connection") to work.  I get a message that an error has happened but it doesn't say what the error is.

    I finally ended up resetting my PC back to factory settings and now it works like it is supposed to work.  I can use classic ASP and connect to databases.

    It is classic ASP not ASP.net  I have been searching for 2 years for the answer but no one knows how to fix this problem.
