Pesistent windows 10 update failure

I am having problems time to time.

Am using Win 10 pro 64 bit version on Intel i5-650 with 16 GB RAM and 2 hard disk of 1 TB Each.

All is fine except every now then windows update fails. It goes up to 99% then rolls back. This continues for few days till I manually disable that update using wushowhide.diagcab

Currently the message is

Some update files are missing or have problems. We'll try to download the update again later.

Error code: (0x80070003)

Windows update troubleshooter is of no help. This failure to update has happened many times and I have tried most of the solution without success and am currently manually bypassing specific updates by using wushowhide.diagcab

I have started weekly checking the system by running the following

chkdsk C: /x /r

Dism /Online /Cleanup-Image /CheckHealth

sfc /scannow

No problems. ( I do note that there is something corrupting as sfc once in while reports some corruption which it fixes)

Current failure messages are

Microsoft .NET Framework 4.7 for Windows 10 Version 1607 and Windows Server 2016 for x64 (KB3186568) from 12 July

2017-07 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4025339)  from 12 July

2017-06 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4022715) from 16 June

In between some updates go thru.

This is very troublesome because unless I manually disable the system takes 10-15 minutes downtime to update and undo every time I boot up

What should I do to find what is wrong and correct it. This is a upgrade from win 8.1 32 bit . have changed CPU for 64 bit support

I have Norton Secuirty active .

    Windows has been running with clean boot for a few days and trying to upgrade and failing.

    I have disabled all non microsoft services and all startup items. However have not disabled system services. Will do that now and try again

    Thank you for your response. Kindly do a clean boot on your Windows 10 PC. Clean boot is done to begin Windows with the use of minimal set of drivers and programs. This will eliminate software conflicts that happens when you try to install a program or an update. While the computer is at the clean boot state, try to run the update and see if it will be a success. Click the link below to start the clean boot procedure.

    I did that 3 months back. I also moved to a new HDD at that time. That is how I have 2 Disks.

    Did not make a difference. It takes me 6 hours to reinstall and get all my programs and configure them. Having done that once I want to avoid doing it unless we really know what is the issue...

    Like Motherboard, Driver, Some component is failing.....
