RDP/RDWeb Access

Is it possible to allow RDWeb access to a server but deny users the ability to logon to the server using RDP? We use Duo in our environment and when you have their RDP and RDWeb apps installed the user gets two authentication phone calls. Duo told me that is the expected behavior and that I would need to seperate the two. So I setup RDWeb on another server and it only calls the user once now. HOWEVER, the users can logon RDP to the server without getting a call (which kinda defeats the purpose of Two-Factor-Authentication). I don't want them to be able to RDP logon to the server.

Is there a way to disable this?
