2017-09-20T16:02:00+00:00 Yeah... what if... or what if there was no such thing as System Restore - then what?
Answer these questions as best you can and provide more information:
What is your system make and model?
What is your Windows edition, architecture (32 or 64-bit) and Service Pack?
Is your system on a domain?
What were "the problems" you had with dhcpcsvc.dll?
Why did you think deleting the file would fix the issue?
Since the dhcpcsvc.dll is a protected file it would take some extra effort to delete it so tell us how you managed to do that.
For the future instead of deleting suspicious files it is best to make a manual System Restore point, copy of the file in a safe place or rename the (like dhcpcsvc.xxx) so you always have a way to undo any adjustments.
It is generally not a good ideas to download files from untrusted WWW sites so (out of curiosity) from where did you download the replacement file?
If you right click the dhcpcsvc.dll you downloaded, click Properties and Details what is the File version?
What does "my Internet is gone" mean?
What does "nothing changed" mean - in other words what was the original problem?
So you don't get any repeat ideas what are the "all things" you have tried?
I manually rename my dhcpcsvc.dll so it was missing, restarted my system and of course could not connect to the Internet and observed this error from Chrome:
Does that look familiar?
Then I ran sfc /scannow and the file was replaced so is that one of the all things you have tried?
After restarting (with the file replaced) things are back to normal.
Well the problem I was having is that Every Time I was trying to Install or open something like opera it was saying "c:/windows/system 32/dhcpscvc.dll" is either not designed or contains an error, sovi couldn't find any answers on internet as there was nothing about this error.

Looking forward to your response.
